The Department of Families, Community Services and Indigenous Affairs (FaCSIA) is responsible for ensuring the Government’s social welfare policies are implemented in an accurate and timely manner.  These include income security measures, services for people with disabilities and families with children, community support services, services for indigenous Australians, family relationship services and the provision of welfare housing. FaCSIA is the Government's principal source of advice on social policy issues and is responsible for about a quarter of the government's budgetary outlays.

 

Business Challenge


FaCSIA provides Social Security Legislation, Family Assistance Legislation, and Policy Guides to this legislation. The Acts and Guides are complex collections of documents which run to 100,000 web pages with over 4 million links between them.
 FaCSIA also provides the Intelligent Information Systems for Decision Makers designed to provide legal staff, case officers and advocates with a tool to access Social Security and Family Assistance legislation, case law, delegations, regulations and determinations. 

 

FaCSIA required a Web Content Management solution for the on-line publishing of policy Guides and Acts of legislation, together with a framework and engine for the publishing /maintenance of the Intelligent Information System for Decision Makers (IIS), a major legislation publishing program. The solution had to offer the ability to manage massive numbers of MS-Word documents, to dynamically transform these into Web format, update over 4 million links and have a friendly and intuitive user-interface.

 

How Netcat Helped

 

Netcat developed the Netcat Legislation Publishing solution for FaCSIA which allows the mass import of large and complex documents that relate to the publishing of legislation. This includes the legislation itself, comments on the legislation, policy guides and case law and other associated documents.

 

Netcat’s Mass Import Product automatically analyses the structure of these documents and transforms them from static word and PDF formats to dynamic web content. During the transformation process the content is extracted from the source document, fractured into logical slivers which are used to produce a “mini-site” which reflects the document structure and content.

 

In addition to transforming word to web Netcat's solution allows for the generation of large numbers of dynamic links, generated automatically using Netcat’s; rules engine. In the FaCSIA website there are over 4 million links all of which are generated and maintained without human intervention.

 

The publishing system allows users to export the minisites back into multiple formats including word, PDF, text, and XML.


Results

 

Prior to installing Netcat, FaCSIA had significant resources dedicated to maintaining over 100,000 word documents and manually updating over 4 million links. Netcat Mass Import converted these 100,000 documents and generated the links in less than 10 days.
